Time is a conceptual component
quantity of various measurements used to sequence events, to compare the
duration of events or the intervals between them, and to quantify rates of
change of quantities in material reality or in the conscious experience. It is
referred to as a fourth dimension - imperceptible to us, along with three
spatial dimensions - perceptible.
“Time can be defined as the indefinite continued progress of existence and events have been occurring in an irreversible succession, in the past, present, and future regarded as a whole.”
Therefore, for time to exist, not only existence, but events in space is necessary, without events or in space; time simply cannot exist.
In the Universal singularity, there was existence as the universe was an infinite stretch of an ultra hot, dense material, persisting in a steady state but that existence was without time and space.
